I doubt it is that unusual.
SQLite simply has some advantages:
* better API for programmers
* much better tools for management
* fewer restrictions
* more portable
* skills more available
What not to like?
For a new VMS application then it is an easy choice.
For an existing VMS application then converting is most likely a good
thing in the long perspective, but since it means changes, then
it needs some analysis on when to do it. If the application
need major changes for other reasons, then it could be a good time
to convert.
