Why should the customer keep the rest of the application on VMS if you
have converted their unique selling point (Rdb) to a replacement running
on Linux ?

It sounds like boilerplate marketing language to try and disguise the
face that this is really a port of the database to Linux (given the
current state of databases on VMS).
