The default behavior here is bad.
Expecting the user and/or the system administrator and/or the app
developer to aim the scratch files somewhere else is bad.
And among those folks that do redirect SYS$SCRATCH, you still own
cleanup, which is bad.
Same for old file versions.
Same for how temporary files and lower versions and the rest interact
with backups, too.
Most of us just ignore this until it blows up, and some poor schmuck
issues a PURGE and that blows up something.
Yes, I've seen multiple apps with version dependencies that'll toss
errors on an errant PURGE.
It's just bad. But I'm in a polite mood today.
