That is not an Rdb EXE which the ORA_* logical name shows.
If you have the Oracle for VMS V7.1.5.2 kit you should be able
to extract the EXE. Or ask someone with the same Oracle version
to simply send you that missing EXE. If you have an Oracle support
contract the solution is simple...
