Based on what is being said here today that is not confirmed.  Quite
the opposite.  Some developer has said it is being done but Oracle
corporate has not made any long term commitment.

You want to know how that can go.  About 30 years ago I was hired as
a consultant to create the infrastructure for what was going to be
the first ISP in NEPA.  project was going along nicely.  One day I
walked into my office to find the server I was building had been wiped
clean and had Windows loaded on it destroying all my work.  I was paid
less than 10% of the agreed upon amount and told they changed their
minds and were not going into the ISP business. That's what happens
when corporate doesn't commit but the developers thing a project is on
track for completion.

Now, put yourselves in the shoes of a manager running VMS and Rdb and
looking at the future of the company and more importantly their own
job.
