Then I do not understand what your problem is. You have the license(s)
to use the 3400. You can get the media from many sources, if needed.
Now, if you want to use those license(s) on SimH, that can be a bit of
an issue. I know I'm considered a thief by some, but I'd just call the
Simh a re-built version of the 3400, like re-building an engine in a
car, and use the license(s) on the re-build 3400.
