That is not my impression.

If it provides tangible benefits then I would expect him to
be fully onboard.

I am sure that his VMS Basic code would not compile on PDP-11 - it will
be using new features in VMS.

Most likely it would not even compiler on a late 1980's VMS VAX. New
features has been used somewhere.
