Having attempted to run the notorious "Extensions to DECnet-VAX" on a memory-constrained
MicroVAX II, I am well aware of how compute-intensive Phase V is.

I am expressing neither admiration nor denigration of any phase of DECnet; I am
simply giving an update on the porting, and the rationale as to why IV was
done before V.
