You can purchase the physical media but you cannot purchase the license to
read them from the owner of such a license.

The problem is that I suspect you also will be unable to purchase the 
license from HPE as well.

So if someone does not already have the source license, they are out of luck.  
But if they have a source license already there is no reason you cannot sell
the fiche kit to them.
