Sure.  But if costs are an issue, then one would need licenses for 
development and test machines, so might want to combine them.  Certainly 
for testing the reboot of a production system it would make sense for it 
to be in the same cluster.

As someone here pointed out, everyone has a test environment; the lucky 
ones have a dedicated production environment.  :-)
