A production system and one or more test systems and if development
need VMS then also a development system.
For native languages then a VMS development system will be needed - even
with VMS IDE. But many of the newer languages (Java, Python, PHP, Perl
etc.) then development may in many cases be done entirely on the
users PC running Windows/macOS/Linux and first go on VMS for test.
