Which would be a based shareable image. That was a feature of the VAX
linker. On the other platforms there is no such feature in the linker.

However, you should be able to install the shareable image with shared
address data. Then INSTALL will "base" it in P1 space. You need privs
for installing the image and you need to install all shareables, on
which the image depends, with shared address data as well.
