I'd consider that a bug in OpenVMS.

Any host with an inconsistent DISK_QUORUM quorum disk name 
specification should trigger a bugcheck (probably SEPPUCLU) when trying 
to join the cluster.

DISK_QUORUM non-blank and non-consistent should not be permitted to 
join the cluster.
