IIRC, at one time, it was freely downloadable and then HPE restricted
firmware update access to supported contract/warranty customers.

Anyone feel free to correct me if I am wrong, but HPE did move to
lockdown access to firmware images that were once freely available IIRC.

For example, here's one I accessed at random:

Note how you are told you need to have an active warranty or support
agreement when you click the download button.
