It's quite common in 1 or 2U servers and has been for years now.
There are engineering limits to fan speed and airflow and putting
two back to back improves airflow and adds redundancy. Usually,
the fans start off at high speed on power up, to verify correct
operation, then slow down as the bios and then os adjusts the
speed to suit current system temperature.
