In my case I upgraded a system from 8.4 to 8.4-2L1 with all licenses 
already installed. They are still valid after the upgrade.

As far as I know the licenses of HP and VSI can be registered on the 
same machine since the they are considered as different, since the 
producer is either HP or VSI.
