ISV support is mostly  VSI's responsibility - they need
to convince ISV's to support VMS.

(note that VSI actually have a great ISV program !!)

Open source support is really the responsibility of
the VMS user base. So anyone wanting to help VMS
should port something to VMS every quarter.
