I didn't respond to that language as such because I didn't want to
highlight those comments in any way.
What I will say is that the hostile actors are talented and skilled and
they have the resources to focus on their goals without having to worry
about the kinds of things we do, such as short-term only decision making
by so-called decision makers.
It cannot be assumed that the US will always be the top dog in any security
environment and that others have no chance to catch up with them. To stand
any chance of that being true would require the long-term policies and
strategy that the US has shown itself to be incapable of in recent decades
but which others in the world have shown themselves to be very capable of.
