Another piece of the puzzle.

The system hasn't locked up since Hoffman got me looking at the socket 
state. My best guess is this will happen next Monday morning as that 
seems to be the time the load is highest.

I have since raised the value of somaxconn but while it was at the 
default of 1024 there were at one point over 3000 sockets in the 
FIN_WAIT_2 state and somaxconn_drops shows zero. So apparently sockets 
in this state don't count to somaxconn.

I have been able to slow down some MySQL synchronization processes and 
that may have reduced the problem.

98% of the connections with this issue come from an "EC2 instance in the 
Amazon cloud" and the person who set it up has left the company so there 
is some confusion there.

When I was taking flying lessons, my flight instructor once told me 
"Mountains like to hide in clouds." This bit of advice comes to mind all 
too often these days.
