I'll assume you are a Hobbyist and have no commercial licenses.

There are no legal Hobbyist licenses for:
RT-11, RSTS, RSX, SYSIII, SYSV.
Probably not DOS-11.

I don't recognize blinky or idled so I can't speculate.
