The reason for the double DNS check is to get the right name in the log.

Since people can fake reverse DNS, verifying with forward prevents that.

The one it really matters for is rlogin and rsh, where one can set up the files
to avoid requesting a password from trusted hosts.  But it is only trusted
if you can verify DNS.

At some point, it was considered important to log ftp users, so it reports
the hostname in the log file.  Note also the tradition of putting one's
username and hostname in for the password in anonymous ftp.
