I believe it is emulated VMS RAM.

So:

                   |--128 MB VMS RAM--128 MB virtual memory on PC
processes on VMS--|
                   |--VMS disk--container file on PC

If the PC has SSD disk then it is a lot faster than the original RZ 
disks. But I suspect some overhead.
