It means that the Linux kernel is not adding or dropping support for a
given architecture based on how many licenses they sell or can sell
on that architecture.

Maybe because the reality is that the Linux kernel community has
an order of magnitude greater resources than the commercial OS vendors.

Support from many commercial companies including Intel, AMD,
ARM, NVidia, IBM, Samsung, Redhat, SUSE, Google, Facebook, Oracle,
Huawei, Microsoft.

And there still are a significant number of volunteering
individuals (with like 5-10% of commits).
