When VSI started, VSI got zero rights to anything VAX-specific. That
would include generating VAX licenses, hobbyist or not.
VAX has become "ignoreware" as far as HPE is concerned. Someone would
need to find the person within HPE with the authority to do so, to allow
a hobbyist group to create hobbyist (or perpetual) licenses legally.
Good luck, the relevant person is unlikely to be able to even spell "VAX".
