A quick consult with Dr Google shows lamentably few hits for
"openvms sysconfig -r socket sb_max"
and the rest (though some which may be of interest).
I also notice an online manual
"HP TCP/IP Services for OpenVMS Tuning and Troubleshooting"
available from various sites, e.g. (quoted to prevent wrapping)
