Well, Rust is written mainly in Rust so the bootstrapping will be interesting but
no different than the bootstrapping we are doing now for clang/llvm.  We're
using LLVM 10.0.1 for our initial bootstrap (with some subsequent bugfixes
we cherrypicked).
