Well my friend. You appear to have missed the DCL 101 class.
To provide a double quote, double double up!
$ cre tmp.tmp
qwfqwe
werfqwerf
qwerf"erfwerf
werfqwerf
Exit
$ search tmp.tmp """" ! 3 or 4 double quotes, as the final double quote is option (DCL 102)
qwerf"erfwerf
