In the mid-1600s, they didn't understand how to run a republic
effectively. Cromwell's government was a monarchy in all but name, and he
was offered the crown, but declined it. His son, Richard Cromwell,
succeeded him, but was very clearly not up to the job. The Restoration
followed. 

The monarchs since then have spent much of their time on public relations;
when the current Queen dies, the monarchy might end, because Charles is
not doing a good job of his own public relations.
