It used to be the theory, in the USA, that “outlawed” or “illegal” were
applied to actions that the voters, speaking through their elected
representatives, had determined should be proscribed in the interest of
protecting the freedom of the individual, or the common good, etc.

Now, it often seems to mean that much of our society, legal system, and
politics, sees “outlawed” as a “pre”-scribed instead of “pro-“scribed.

What a difference a single vowel makes.
