PLLC, LLP, or LLC would be formed, most likely.

Or S or C Corporations, for those folks with certain business plans.

Probably not a sole proprietorship. Not for that group of folks, nor 
for suchlike.

Regulations can and do vary within the US, and elsewhere, of course.

Should the acquisition of VMware by Broadcom complete, the licensing 
will reportedly be shifting to a subscription model. What else changes, 
we shall learn.
