Timekeeping on newer versions of OpenVMS is problematic. Older 
versions, even more so. You're definitely running old Olson rules, too. 
This stuff got less bad in the V8 range.

Per the VMS FAQ: "If your local OpenVMS system time is off by one hour 
(or whatever the local DST change) for some or all applications, you 
probably need to reset your local TDF. (For related details, please see 
sections Section 4.4 and Section 10.22.1.)..."

I'd suggest treating this and older older boxes as being permanently 
set to UTC.  If you don't want to do that, there are instructions 
around for manually updating the timezone rules. And there'll probably 
still be issues. Maybe reboot over the time change.
