Neither the problems nor the expectations developers and apps remain the same.
Which means changes the tooling that we use.

Usually because an app language or platform migration is a larger (and
thus usually incremental) effort.

Issues and limits and problems in IT have arose or disappeared, even if
some of the apps and some of the approaches used by some developers at
some sites haven't.
Hammers haven't stopped evolving, either.
