It just requires something that reads OOXML.

MS Office (Windows) and the various LibreOffice/OpenOffice variants
(Windows, Linux, macOS, *BSD) can read and write.

Lotus Notes (Windows, Linux, macOS, i), WordPerfect (Windows) and
Google Docs (web) can read.

But I don't think anything on VMS can read them.
