If no Rdb on VMS x86-64, then Rdb on VMS I64/Alpha users will have
to look at options:
* migrate to another database on VMS x86-64
* migrate to another database on another platform
But so far the message from Oracle is that Rdb for VMS x86-64
will show up in 24Q1.

So NO is currently speculation about Oracle changing
their mind.
It could happen. But so far no reason to expect so.
