Technically I cannot see any reason why it would not be possible. But
it will not happen for business reasons.

VSI will likely add support for VMS on Hyper-V.

But Microsoft does the have any financial incentive to do the
significant effort required to create a WSV (Windows Subsystem
for VMS). The number of VMS developers is too small.
