Yes.

Often the issue in IT projects is not that there is a
very hard to solve problem - the issue is that there are
a huge number of relative easy to solve problems.

If we say that a "relative easy" problem can be fixed
including tested and documented in a week. Then 500 of
those "relative easy" problems are 20000 hours of effort.
