If the alternative to the employees doing this work was that they
were sitting idle at their desk reading news papers, then you can
say that there is no cost.
If they could do something other useful, then there is a cost. And
that is hopefully the most common case.
In theory the cost should be accounted as the value of the other work.
In practice it tend to just be calculated based on direct and
indirect cost of the employee.
