It is a momentary toggle labeled "TOD CLOCK". The up position is labeled "SECURE" and the down position is labeled "ENABLE SET". The OS would prompt you to toggle the switch during boot (IPL).

At least on the 370/138, it is conveniently located next to the power off button...
