Is it surprising that a startup system for Linux
is coupled with Linux?

The code in VMS that execute SYS$SYSTEM:STARTUP.COM
and SYS$MANGER:SYSTARTUP_VMS.COM are probably not
portable to any other OS either.

(but likely only 1/100'th of the code in systemd)
