So, it's useless. I've been trying COBOL examples I've found on the net 
and they fail.  That explains why.
So there's no way to $MGBLSC, $EXPREG, LIB$GET_VM and use the region 
created directly in COBOL.
Grrrr.
Thanks John.  At least I won't be banging my head against the wall 
trying to figure out this COBOL.
