None of the operations you mentioned requires to update
a DLL that is in use by a running process.
But yes - Windows does not allow that. Which is a complication
for Windows Update. But does not matter so much for the users
as they would want to reboot anyway.
VMS will allow it because the replacement will get a
new version number. But they should still reboot.
