This is entirely true. The Posix libraries in theory would let you run
unix applications on non-Unix systems but in fact they were never useful
enough to run anything much.

No, it wasn't useful. It met certain requirements for certain government
purchases, which is why it was designed, but it was not actually useful
for anyone porting code.
