Yes. Some Windows API's get deprecated, but they don't get
removed.

It is practically always possible to get old code running.

Possible is not the same as working out the box.

Sometime one need to enable certain Windows features.

Sometimes one need to download and install something.

Like Microsoft Visual C++ Redistributable version XXXX for x86/x64.
