I agree. I was kind of against modloading when it got introduced into BSD
systems (I first saw it in SunOS 4.1.4) because it makes debugging kernel
dumps more difficult. But now we have tools to make up for that, and in
the end it results in memory savings rather than waste. It is definitely a
feature I would hope for in VMS eventually.
