   It should be possible to use MOUNT /FOREIGN and COPY to
make an image of the CD-ROM, as described here (along with
a potentially faster method):

(The cdrtools package includes a "readcd" program, which can
do the job, too.)

   Then, binary FTP should be good enough to get the image
file to a system with a CD-ROM writer for duplication.
