You will need to grab yourself a copy of XV.  You can pick that up
here:

     ftp://ftp.kednos.com/pub/tools/xv

This is an extract from my SYS$LOGIN:DECW$LOGIN.COM procedure:

     $ xv == "$ddcu:[...]xv.exe"
     $ ! Set DECwindows wallpaper...
     $ !
     $ define/user wallpapers ddcu:[...]
     $ xv -max -root -quit wallpapers:skrat.jpg

That's about all there is to it.
