If a user judges that he does not want some of his files copied to tape,
it is his decision. And there are many valid reasons to use this
feature. (it may be temporary for instance, after some corruption, to
ensure that the corrupted file isn't backed up and overwite the good one
in some sort of backup scheme).
The point is that when you do a disk-to-disk copy, it is different than
when you do a backup. A backup is designed to be able to retrieve files
should they be lost on-line.
A disk-to-disk copy is design to completely transparently move
production to a new disk without users noticing. And accomplish this,
you either do a backup/image/ignore=(interlock,nobackup) or you do a
backup/physical.
