Figure transactions-per-second ("high transaction volume environment"),
and ignore user count.

The transaction brokering software (Qvadx) at my former site had zero
users, but processed many tens of thousands of transactions per second
at peak load.

Ingres would not be the first bottleneck encountered, Multinet would be
since it uses direct I/O instead of buffered I/O. Google this group for
previous discussions of the reason why that's important.
