I would give up on Mercurial. There is no Python on VAX. As others
have pointed out this is due to advances in the CRTL on Alpha and
I64. I'm also sure that it probably has quite a bit to do with
IEEE floating point and maybe even 64-bit support.
I realise that CVS isn't nearly as bleeding edge as hg, but it has
been ported to Alpha at a time when VAX and Alpha were relatively
similar, so it may compile with out issue. There is an old Alpha
release, with source here:

You may be able to get it compiling. There is also a port of the
absolute latest, 1.12.13, by Jouk Jansen here:
http://nchrem.tnw.tudelft.nl/openvms/software2.html#cvs
While he only offers .EXEs for Alpha it may be possible to get it
running on VAX. YMMV.

There are details of all the code management systems, I am aware
of, that are available for OpenVMS. Unfortunately, at the moment
there isn't a great deal to see. Storm damage has knocked Kednos
or the virtual map for the time being.
