I have instructed the HP management which contacted me to post an
official reply here.  I certainly do not wish to cut and paste their
email to me here since that would be an ethical breach.

Most likely not impossible.  Back when DEC was still in business, I
worked a couple of contracts for them.  I was never an employee of
theirs or the consulting firm, but even after I had left the contract
during a slow period things got assigned to me for when I came back.
A more educated guess would be that the "responsibility database" has
only active and deactive as a status flag on the record.  In the case
of when someone is fired for cause they probably physically delete.

While HP is a different company, the "services" system is probably
much the same software/design.
